Chancellor Rachel Reeves is set to prepare the groundwork for a budget that could feature tax increases, potentially breaking Labour's election promise on income tax.
During what's being called a “forthright” speech about the challenging choices facing the government, Reeves will address the tough budget decisions facing the government.
